there is a licence you can get that costs about 2,700 dollars that permits you to take whatever you want out of hawaiian water, not many people know about it but it does exist, its the license that coral jewlery makers get to make and sell coral jewlery, my friend has one and we are planning to start a small live rock buisenes, but we do need to do more research on this.
